Ferry delays and cancellations in Europe: passenger rights

A cancelled ferry does not always mean simply waiting for the next sailing. Coverage, delay length and weather determine the available options.

Passenger ferry travelling between European islands

EU ship-passenger rights apply to most ferries and some cruises. They generally cover departures from an EU port and arrivals from outside the EU when the service is operated by an EU carrier.

There are exceptions for small vessels, ships with no more than three crew, crossings under 500 metres and many sightseeing boats. Identify the operator, ports and service type first.

Cancellation or departure delay

The carrier should provide information as soon as possible, including estimated departure and arrival. Depending on the case, a choice between rerouting at the earliest opportunity and reimbursement for the unused ticket may arise.

Care while waiting

Meals and refreshments proportionate to the wait should be offered where reasonably available. Overnight duties and limits can depend on the cause and service. Severe weather may affect accommodation or compensation obligations.

  • Photograph delay notices.
  • Ask the help desk for written information.
  • Keep itemised reasonable receipts.
  • For vehicles, confirm the revised check-in and port-entry time.

Arrival delay and compensation

Compensation as a percentage of ticket price may depend on scheduled journey length and the actual delay threshold. Severe weather or unavoidable extraordinary circumstances can remove compensation, and cruise passengers are treated differently.

Complaint order

  • Complain first to the operating carrier.
  • Send ticket, notices, correspondence and receipts together.
  • Name the remedy: refund, rerouting, care or compensation.
  • If unresolved, find the competent national enforcement body.

Frequently asked questions

Does every European ferry fall under EU passenger rights?

No. Coverage and exceptions depend on ports, carrier, vessel capacity, distance and service type.

Is compensation due when bad weather cancels a ferry?

Severe weather can remove some compensation or accommodation duties; information and available choices still depend on the covered case.

Should I keep receipts after a ferry delay?

Yes. Itemised receipts support claims for reasonable food, accommodation or transport costs.
